Trump to speak to House Republicans Tuesday on healthcare: aides

"I can not vote for any bill that keeps premiums rising", Cruz said. "He's helping us make sure that we bridge differences with members who are bringing constructive ideas and solutions for how to make this bill better", Ryan said. "I believe that the real negotiation begins when we stop them". Among the many criticisms levied against the bill, some are concerned that it doesn't do enough to protect seniors and low-income Americans from rising health-care costs.

Sen. Susan Collins, R-Maine, said she would not vote for the measure without additional changes to provide more aid to older Americans. That age group tends to have more medical issues than younger adults and, thus, higher insurance costs, and the ACA forbids insurers to charge their oldest customers more than three times their rates for young adults - essentially having young adults cross-subsidize the cost of coverage for older ones.

"I would say, this is the very, very beginning of the budget process", he said. But I will say that [the National Institutes of Health] is something that's particularly popular in Congress.
