Senate committee votes to appoint, not elect state's chief educator

A Senate panel is set to consider a measure making the state schools chief appointed by the governor instead of elected by voters, despite its 23-26 defeat in the Senate this session.

Committee Democrats argued the amendment did not change the substance of the bill enough to allow a vote based on Senate rules.

Some other changes include requiring the appointee to IN residence, advanced degree, and license to teach.

Voting 21-10, the Texas Senate on Monday approved a bill to ban insurance coverage for abortions in the state. But the Education Commission of the States says the governor appoints in only 15 states.
