NCAA to review bathroom bill repeal before deciding on North Carolina return

House Bill 2 was signed in March 2016 by the governor at the time, Pat McCrory, a Republican.

Cooper said the new law is "not a ideal deal and it is not my preferred solution". The measure has also been criticized by conservatives, who urged the governor to leave the "bathroom bill" intact. An AP analysis this week found that HB2 already will cost the state more than $3.76 billion in lost business over a dozen years.

After a year of backlash, the compromise plan was announced Wednesday night.

House Bill 2 was approved a year ago during a one-day special session. Furthermore, it says that only state government can set policies for transgender access to public bathrooms and locker rooms - and there's now no state guidance on the issue.

Deadline pressure from the NCAA - a leading sports event recruiter said Tuesday that the legislature needed to act within 48 hours - helped speed passage of the HB2 replacement, lawmakers said. It allows for local governments to extend certain protections to the LGBT community.

In April, Springsteen and the band canceled their show in Greensboro because of HB2, which Van Zandt described as an "evil virus". There are four universities in the ACC that are based in North Carolina. Republican Gov. Pat McCrory immediately signed the bill, and it appeared to cost him re-election in November. Lawmakers & Governor Cooper have failed to resolve the problems with HB2 by doubling down on discrimination.

Not everyone is pleased with the deal.

Equality North Carolina Executive Director Chris Sgro said Thursday that legal challenges may follow if state legislators approve a measure replacing House Bill 2. But Cooper said House Bill 142 allows employers and organizations like the NCAA and ACC to demand whatever LGBT protections they desire from arenas and from contractors, which HB2 prohibited.... He unseated former Republican Governor Pat McCrory past year in large part because of the law's political and economic fallout, political analysts say.

North Carolina may be in the running again for hosting future Atlantic Coast Conference tournament games.

"We made clear that absent any change in the law we weren't going back to North Carolina", Emmert said.

About 208,584 of the affected vehicles are in the US and federalized territories, 21,854 are in Canada and 318 are in Mexico. The recalled vehicles are missing welds in the windshield, which could increase the risk of injury in a side-impact crash.

Two-thirds of the chamber's 50 senators approved the bill Thursday.

House Bill 142 went before the Senate Rules Committee around 9:15 a.m. Thursday.

It's unclear how anyone could look at what North Carolina has done with HB2 and say it passes muster in eliminating discrimination.

Armijo said those moves probably weren't persuasive in the state.

But the angry reaction by gay-rights activists means the issue could remain a red flag, said Pete Mohan, a site selection consultant in Florida. "The politics of this in North Carolina are obviously very, very hard. For the Left, the only compromise they will accept is our total surrender". Others held placards and pleaded with lawmakers to oppose the measure.

The NCAA has said it affirms the rights of LGBT people and wants to assure inclusivity. However, it does not allow nondiscrimination laws passed before HB2 to go back into effect, nor does it permit local governments from passing new anti-discrimination laws before December 1, 2020. But North Carolina went much further with its carnival of animus against transgender people.

Other recruitment groups also struck an optimistic tone on Friday. The North Carolina Sports Association estimated the state risked more than $250 million in potential economic impact if 130 event bids submitted to the NCAA were declined because of HB2. "But they have passed a bill now and it'll be a great opportunity for our board to sit and debate and discuss it".

The deal came together after the NCAA warned that North Carolina wouldn't be considered for championship events from 2018 to 2022 unless HB2 was changed. Decisions would be made starting this week.
