Trump declares US-Russia ties may be at 'all-time low'

Tillerson and Lavrov are expected to hold a news conference that begins soon.

But he said Wednesday the US doesn't have "firm information" to show that Russian forces were involved in the gas attack.

Tillerson has a meeting set later Wednesday in Moscow with Foreign Minister Sergey Lavrov.

Russian President Vladimir Putin used a meeting with visiting US Secretary of State Rex Tillerson on Wednesday to give his views on why US-Russian relations have reached such a low point, a Kremlin spokesperson said.

Lavrov said Russian Federation wants a "frank investigation" of the chemical attack by the Organization for the Prohibition of Chemical Weapons, and insists Russian Federation has no intention to "shield anyone".

"The principle of "innocent until proven guilty" has to be respected", Lavrov said.

But several experts have said that only the Syrian regime is likely to have stockpiles of Sarin gas. Iran's Mohammad Javad Zarif emphasized that the participants warned that any unilateral action by the U.S.is unacceptable.

A Ministry of Defense spokesperson told CNN on Thursday that the scientists had conducted the tests in British labs on blood and hair samples from victims, collected at Khan Sheikhun in Syria's idlib province, where 89 people were killed in the April 4 gas attack.

Syria denied any use of chemical weapons and Russian Federation backed its claim saying said the deaths had been the result of a conventional strike hitting a rebel arms depot containing "toxic substances".

The Russian foreign minister reiterated calls for an investigation and a "fact-finding mission". "I like to think they didn't know. He hasn't threatened us at all", Lavrov responded. "The investigation into this high-profile incident must be transparent and leave no doubt that someone is trying to hide something".

Trump, who last week ordered airstrikes on a Syrian air base in retaliation for a chemical weapons attack, was asked Wednesday if Syria could have launched the attack without Russia's knowledge.

'These attempts will not succeed, this will not happen, ' he said. He said discussions also focused on the situations hot spots such as Syria, Yemen, Libya and Afghanistan, as well as possible cooperation in addressing those issues. Moallem said. He added that Russia, Iran and Syria have "common procedures against any aggression", but wouldn't offer any specifics.

Lavrov also is warning the US and its allies against blaming Assad's government for a deadly chemical attack last week until the United Nations has investigated the attack.

"Let's suppose we have this arsenal and let's suppose that we have the will to use it, why didn't we use it when we were retreating and the terrorists were advancing", Assad said.
