Blocked again: Federal judge halts Trump's order on sanctuary cities

U.S. District Judge William Orrick issued the temporary ruling Tuesday in a lawsuit over the executive order targeting sanctuary cities, including NY.

In a ruling on Tuesday, U.S. District Judge William Orrick quoted Trump to support his decision to block the president's order to withhold funding from "sanctuary cities" that do not cooperate with U.S. immigration officials.

Officials from cities who are attempting to disobey Trump declared the ruling a great triumph of justice: "Words matter and what the president said in public as a candidate and after he was sworn in certainly impacted how the court viewed this case", San Francisco City Attorney Dennis Herrera said.

The sanctuary city order was among a flurry of immigration measures Trump signed in January, including a ban on travelers from seven Muslim-majority countries and a directive calling for a wall on the Mexican border.

"They used to call this 'judge shopping!' Messy system", Trump said, referring to the common practice of filing several of the same lawsuits in hopes of getting a sympathetic judge.

Most sanctuary cities - which include New York City, Los Angeles and Seattle - provide some protections to undocumented immigrants by not fully cooperating with federal immigration authorities.

White House chief of staff Reince Priebus also said the court had gone "bananas" after it dealt another setback to Trump's restrictive immigration agenda. The suit had been brought by the city and county of San Francisco and Santa Clara County.

Gareon Conley Accused Of Rape, Lawyer Calls Allegations 'Ludicrous And Ridiculous'
Speaking to WOIO-TV in Cleveland , Kevin Spellacy, Conley's attorney, described the allegations as " ludicrous and ridiculous ". Conley was a star defensive back at Ohio State University and has entered the NFL Draft that will begin on April 27.

TRUMP: The 9th Circuit has "a bad record of being overturned (close to 80 percent)".

"The Constitution vests the spending powers in Congress, not the President, so the Order can not constitutionally place new conditions on federal funds", wrote Orrick, who was nominated to the court by Barack Obama.

On Tuesday de Blasio said Trump was "going beyond his authority when he tries to cut vital funding to cities that don't share his illogical and unconstitutional desire to scapegoat immigrants".

Trump's tweets echo the White House statement released Tuesday night after the judge's ruling.

"I really am amazed that a judge sitting on an island in the Pacific can issue an order that stops the president of the United States from what appears to be clearly his statutory and constitutional power", Sessions said on "The Mark Levin Show". If Justice Department lawyers lose the case before the left-leaning appeals court, they can ask the Supreme Court to weigh in.

The administration has often criticized the 9th circuit.

Additionally, for the law to survive, there must be a connection between the money at stake and the immigration policy the president is seeking to enforce, Schlanger said.
