Florida Gov. and legislative leaders work out budget deal

Scott Signs Budget Calls for Special Session

Numerous questions that hung over the $82.3 billion dollar spending plan were answered during a news conference in Miami where Gov. Rick Scott, Senate President Joe Negron and House Speaker Richard Corcoran announced a budget deal had been reached.

The special session so that lawmakers can shift money from Scott's vetoes to his pet programs is set for June 7-9. That includes an extra $200 million in K-12 funding, $76 million for the state tourism marketing agency Visit Florida and $85 million for the state economic development agency Enterprise Florida.

Scott also issued $410 million in line item vetoes, zeroing out scores of budget earmarks for community projects.

There is also an expectation among lawmakers that Scott will sign a Corcoran-favored education bill (HB 7069) that promotes charter schools and other conservative measures.

Corcoran, meanwhile, has been defending a wide-ranging education bill that boosts funding for charter schools and teacher bonuses.

Scott, a two-term Republican who has loyally supported the school choice movement, had refrained from taking a position on HB 7069.

The budget made clear that charter schools - public schools that are freed from organizational and instructional rules in exchange for a promise to meet specific education goals - retain strong backing from Republicans in the Legislature, who believe they offer parents an alternative to traditional public schools.

"The whole focus will be how to get more jobs in the state", Scott said.

The budget signed by Scott includes a large increase in funding for state universities, something sought by Negron.

The budget, however, allows Enterprise Florida to maintain its global offices and continue foreign trade missions.

Scott toured the state criticizing the spending cuts. Under the negotiated terms, Visit Florida will get the same level of money it received this year. It would give Scott a chance to renew his pitch for $85 million in economic-development incentives and $100 million for tourism-marketer Visit Florida. The program will receive no money next year.

"We voted twice and we've gone through an entire legislative session, and now they're coming back for a special session that possibly does not include medical marijuana".

One notable issue, medical marijuana, which was supported by 71 percent of Floridians in last year's election, won't initially be part of special session.

"I think we have the outlines for a tremendous session, a productive session and one that will do great things for the state of Florida", said Florida House Speaker Richard Corcoran. That could still happen over the next few days.

Voters overwhelmingly passed an amendment to the state constitution in 2016 allowing for expanded use of medical marijuana, but legislators failed to agree on a statewide framework for its management and sale, leaving the Department of Health to come up with guidelines next month.
