Rex Tillerson: US Ready to Discuss Syrian No-Fly Zones with Russian Federation

"How much skin in the game do the Americans have?" said Steven Pifer, a former USA ambassador to Ukraine and foreign service diplomat in Moscow. The US was not part of that agreement.

For years, the former Cold War foes have been backing opposing sides in Syria's war.

Tillerson also said Moscow as a key backer of Syrian President Bashar al-Assad had the responsibility of preventing his regime from further use of chemical weapons. Washington has backed rebels fighting Assad.

He said such efforts would help to lay the groundwork for bringing and end to the civil war that has torn Syria apart over the past six years, and has put Russian Federation and the USA on opposing sides.

Russia's foreign minister says his country's military police will monitor a cease-fire in southwestern Syria.

Obama wanted to limit America's involvement in Syria's civil war.

Washington hit a Syrian air base with a missile strike in April after accusing the regime of killing dozens of civilians in a chemical attack. And they stopped short of endorsing Russian-led or United Nations peace mediation efforts between Assad's government and rebel groups.

United States officials say the entire goal is to stop attacks against the rebels, while Russian Federation clearly wants the USA to stop attacking pro-government forces in the region.

US Targets Chinese Bank, Company and 2 Citizens Over North Korea Ties
Chinese President Xi Jinping must be judicious as he chooses how to respond to Trump's actions. But Mnuchin said the action was not being done to send China a message.

According to the memorandum, the government and opposition forces will halt fighting in four zones, including the northwestern province of Idlib, the central province of Homs, the eastern Ghouta countryside of Damascus, and areas in the Daraa and Qunaitera provinces in southern Syria. In each case Iranian backed forces and the Syrian regime were targeting us backed anti-ISIS forces prompting warnings from to the USA from Russian Federation. There has also been mention of humanitarian aid being allowed in, but past ceasefires have nearly uniformly failed at that goal.

Russian Federation is separately pushing through with a plan alongside Iran and Turkey to set up four de-escalation zones throughout Syria, where air strikes would be halted. The U.S., wary of Iran's involvement, stayed away from that effort.

"No, we don't agree", Interfax news agency cited Yaher Abdrahim as saying.

Previous cease-fires in Syria have collapsed or failed to reduce violence for long, and it was unclear whether this deal would be any better.

The U.S. has been resistant to letting Iran gain influence in Syria - a concern shared by Israel and Jordan, neither of which wants Iranian-aligned troops amassing near their territories.

Rex Tillerson, the U.S. secretary of state, was expected to provide more details of the deal during later today, three unnamed officials told the Associated Press news agency. It is not yet clear whether Trump will raise another sensitive issue: USA intelligence agencies' suspicions that the Kremlin interfered in the 2016 election to help Trump win.

"Ultimately, this process, in our view, will lead to a resolution of Assad's status, the Syrian people should determine their country's political future through a political process" the U.S. official stressed.
