An Australian bride-to-be, who was fatally shot dead by a police officer in the U.S. state of Minnesota last week, "didn't have to die", Minneapolis police Chief Janee Harteau said on Thursday (20 July).

Damond, a spiritual healer and life coach who was due to be married in August, called 911 twice on Saturday night to report an alleged sexual assault in the alley behind her home.

"On our squad cars you will find the words "To protect with courage and to serve with passion" this did not happen", she said. "This did not happen".

The Police Chief also pledged that justice would be done for Ms Damond, saying that in the wake of the tragic news, her and Justine's fiancé had a positive discussion about how they could work together moving forward.

Harteau said she had spoken with Damond's family and promised them "justice".

State Representative Raymond Dehn, a Democrat who is among a wide cast of candidates running for mayor of Minneapolis, said on Thursday that the "default position of body cameras should be turned on", with some exceptions, and that the department's policy and practices had shortcomings. As noted before, it's a smart move to keep silent in the immediate aftermath of a shooting until one can consult an attorney and get past the shock of the traumatic event, advice which is good for both civilians and police officers alike.

"The death of Justine is a loss to everyone who knew her", Damond said. She said Thursday that she had been backpacking through the mountains in a remote place.

Noor's partner, Matthew Harrity, told investigators that he and Noor heard a loud noise immediately before Damond approached the squad vehicle. He said the Australian woman was no threat, and any notion that the officers feared an ambush is "ludicrous".

Noor is now on paid administrative leave as authorities investigate why he shot 40-year-old Justine Damond, a meditation teacher.

An attorney for Noor's partner, Matthew Harrity, said it's possible the officers were concerned about being ambushed at the time.

He added that the family would wait until officials complete their investigation of the shooting before deciding whether to file a civil lawsuit.

The case is also hampered by a lack of video footage. Damond was shot as she was approaching the driver's side of the police vehicle, and was pronounced dead about 20 minutes later. She says the department is examining its policy on cameras, including technological advances that turn them on automatically.

And it's also unusual, but not unheard of, for officers to turn their lights out to make a "dark and silent approach" if they're trying to hide themselves, said Jens David Ohlin, vice dean of the Cornell Law School in Ithaca, New York. Arradondo said the department is just eight months into a department-wide rollout, and the review includes focusing on how often officers activate them.

"What we've seen in our community, we're going to be the first one to tell you - we don't always trust the police". He said Noor shot her through an open window.
